Entitlement

What is entitlement?

An entitlement is what an account is permitted to do under its current plan and subscription state — whether it may lease compute, up to what limit, with what concurrency. It is evaluated before work starts rather than assumed.

Subscription state matters as much as plan. An account on a paid plan whose payment has failed should not be able to start new work, and that check belongs at the entitlement layer rather than scattered through the product.

Checking it centrally means the answer is the same everywhere, and a change in state takes effect everywhere at once.
